Jeff Moran
Jeff Moran has 30+ years of diverse functional, industry, and international experience as a strategy and operations subject matter expert and project specialist. He founded TSM in 2006 and has been the firm’s Finance Executive and Client Services Lead while in various project or program roles on commercial client engagements and government subcontracts.
TSM began after Jeff’s temporary federal appointment as a primary finance and budget officer over regional multi-modal transportation security operations across 13 states for the US Department of Homeland Security. This appointment followed responsible roles leading operations and strategic planning (finance, marketing, corporate development) & new venture creation (acquisitions, JVs) and related Six Sigma process development for a $2B defense & space electronic systems business of Honeywell Aerospace, managing business systems excellence for Ingersoll-Rand, consulting for Deloitte, and honorably serving with a distinguished record as an intelligence officer serving in various command, staff, special operations, and diplomatic roles.
Jeff began his career by enlisting in the Army Reserve in 1989 and becoming an Army Reserve Officers’ Training Corps (AROTC) scholarship cadet to finance his college education. He was ranked among the top 10% of AROTC cadets nationally and was commissioned into the Regular Army Military Intelligence Branch in 1994. Jeff rejoined the Army Reserve in 1998 and was honorably discharged in 2004 after service-connected disabling injuries and meritorious post-9/11 service with the Defense Intelligence Agency’s Pentagon Joint Intelligence Staff and Defense Attaché Service.
While in the Army, Jeff interned with the US House Foreign Relations Committee, the Office of the Chairman of the Joint Chiefs of Staff, and a former US Ambassador to the United Nations in addition to leading special teams assigned to the US Army’s Intelligence & Security Command serving joint Combatant Commands worldwide.
Jeff’s credentials include certificates from leadership and technical skills development programs offered by various business, trade, academic, and government organizations. This includes certificates related to governmental budget-, procurement- and contracting-management and several certificates related to international security from resident courses at the Geneva Centre for Security Policy.
Jeff has a BSFS from Georgetown University School of Foreign Service, an MBA from Emory University, and joint LLM and MS degrees in international law, negotiation, and policy from the Université de Genève and the Geneva Graduate Institute.
